Fiction Room. Dutchess County Office for the Aging’s Health Insurance Information Counseling Assistance Program (HIICAP) works with Medicare beneficiaries to educate them about the Medicare Program, Medigap policies, Medicaid, Medicare Advantage Plans, Low-Income Subsidy Programs, and other health insurance programs that are available in New York State. HIICAP counselors are available for individual counseling sessions to offer unbiased, non-sales-oriented information to help beneficiaries make educated choices about their Medicare coverage.
